PHAR Data Access Instructions

Access to the PHAR dataset is provided after the completion of the following processes:

  1. Proposal approval by the P&P Committee
  2. Completion of a Data and Materials Distribution Agreement (DMDA)
  3. Creation of a UW NetID for secure data access on NextCloud

 

1. Proposal approval

The P&P Committee must review and approve a concept proposal before data access is provided. Refer to the PHAR P&P Policy and Instructions page for instructions. Go to the Submissions page to submit a proposal. You will receive a message from the P&P coordinator when the review is completed.

 

2. Data and Materials Distribution Agreement

The Data and Materials Distribution Agreement (DMDA) is a prerequisite for accessing deidentified PHAR data. When fully executed, it covers all research proposals that:

  • have been approved by the PHAR Publications and Presentations (P&P) Committee, and
  • list the data recipient as the primary author.

Upon P&P approval, you will receive a copy of the DMDA via email. The form will describe the requested data and the responsibilities of the recipient. Please note that the form cannot be modified from its original wording.

The DMDA must be signed by the recipient’s principal investigator as well as an authorized representative of the recipient’s institution. The authorized representative must have local institutional authority to legally commit to the DMDA. This is usually someone from the Business Office, Office of Research, Licensing & Technology, or Grants & Contracts.

Note: Data access will be provided to the principal investigator listed on the DMDA, who is responsible for sharing it with collaborators and ensuring its security as outlined in the DMDA.

When all signatures have been collected, return the form to Zach Drager at zdrager@uw.edu. A PHAR Coordinating Center representative will complete the form and distribute the final version to all parties.

Note: The DMDA allows PHAR data access for additional research projects by the same primary author, provided that all research has been approved by the PHAR P&P Committee.
 

3. UW NetID and NextCloud

The PHAR Coordinating Center at the University of Washington uses NextCloud, a secure data transfer system, to share sensitive materials. A University of Washington sponsored NetID is needed to access NextCloud. On completion of the DMDA, the P&P coordinator will begin the registration process. The principal investigator who signed the DMDA will receive a notification email with instructions for activating the NetID.

When registration is complete and the PI has logged in to NextCloud, the requested data will be shared.

Note: PHAR data downloaded from NextCloud must be securely stored per the standards detailed in the DMDA, and may not be shared except as described therein.
